MSEs Procurement Plan and MSMEs
A. STC's Plan for Procurement from MSEs
Public Procurement Policy for Micro & Small Enterprises, 2012
And
Annual Procurement Plan : 2021-22
In line with the Public Procurement Policy for Micro & Small Enterprises (MSEs) Order, 2012 notified by the Govt. of India, STC encourages participation of Micro & Small Enterprises in procurement tenders. STC’s plan for procurement of goods and services from MSEs during the year 2021-22 is as follows:
To achieve an overall procurement of minimum 25% of its total annual purchases through products produced/services rendered by Micro & Small Enterprises (MSEs) including 4% from MSEs owned by SC/ST entrepreneurs and 3% from MSEs owned by Women out of 25% target of annual procurement earmarked for procurement from MSEs.
The following benefits will be extended to MSEs as per Govt. Guidelines:
- MSEs will be provided tender documents free of cost.
- MSEs will be exempted from payment of Earnest Money Deposit.
- In tenders, participating MSEs quoting price within price band of L1+15% shall be allowed to supply a portion of requirement by bringing down their price to L1 price in a situation where L1 price is from someone other than an MSE and such MSE shall be allowed to supply at least 25% of total tendered value. In case of more than one such MSE, the supply shall be shared proportionately (to tendered quantity).
- Items exclusively reserved for procurement from MSEs will be procured from MSEs.
Note - Security Services are hired throuh DGR empanelled agencies.
B. Pending Payments to MSMEs beyond 45 days(as on 31.12.2021) : NIL
